The cause of the information from the Ministry of Industry and Trade is that the volume of investigated goods imported from China accounts for more than 90% of the total imports of investigated goods into Vietnam, with a dumping measure of 21.18% -36, 33%.

The Ministry of Industry and Trade believes that the delay in the application of temporary anti-dumping measures will significantly prevent the formation of the domestic manufacturing industry and cannot be overcome.

The provisional anti-dumping measure takes effect 15 days after the date the decision on application of provisional anti-dumping measures is issued, which is effective from April 5, 2017. The provisional anti-dumping measure is applied for 120 days from the effective date, ie until the end of August 2, 2017.

Previously, on October 5, 2016, the Ministry of Industry and Trade decided to investigate and apply anti-dumping measures against H-shaped steel imported from China (including Hong Kong).

 This decision was issued by the Ministry of Industry and Trade today after considering the lawsuit filed by Posco SS Vina Co., Ltd., representing the domestic manufacturing industry, asking for anti-dumping measures on the above product. According to the allegations of Posco SS Vina Co., Ltd, the import of the above products has significantly hindered the formation of the domestic manufacturing industry.

The phase of investigating the dumping behavior and investigation of damages of the domestic manufacturing industry is from April 1, 2015 to March 31, 2016. The cargo under investigation is a H-shaped steel product with a straight mid-abdominal structure with horizontal upper and lower wings, also known as "H steel beam", "steel W beam" or steel wide wing beams.

This product is mainly used for supporting beams for construction of industrial, commercial and apartment buildings, bridges, containers and truck chassis, marine construction, steel floors, machine frames and engineering industries. other.

According to information provided by the Vietnam Steel Association to the Vietnam Competition Administration, there are five companies producing section steel in Vietnam, of which Posco SS Vina Co., Ltd. is the only company in Vietnam that produces profiles letter H (with a design capacity of 700,000 tons / year).

Therefore, this company is eligible to represent the domestic industry for H-shaped steel products to file a request for anti-dumping measures on imported goods.
